Income of the Swedish Authors' Fund
The Authors' Fund' appropriation for 2010 is SEK 126.5 million. The size of the appropriation is determined on the basis of a specific sum per loan from public and school libraries.
The funds are provided by the State after negotiations on the rate of compensation between the Government and the Swedish Writers' Union, the Association of Swedish Illustrators and the Association of Swedish Professional Photographers.
Compensation is paid for loans, and reference copies, of literary works:
Compensation is paid during the entire period in which a book is protected by copyright law, i.e. up to and including the seventieth year following the death of the author or translator.
How is Library Loan Compensation distributed?
From the library loan compensation for 2010, an estimated SEK 48 million is to be disbursed in the form of lending based remuneration corresponding to the lending frequency and number of reference copies of each individual's books in public and school libraries. Compensation is based on a statistical survey of lending figures and on stocks of reference copies.
Compensation can also be paid as "guaranteed remuneration", a guaranteed sum disbursed in accordance with a decision taken by the Board. At present about 181 authors, translators and illustrators each receive the guaranteed remuneration of SEK 171,000 per year, at a total cost in 2010 of SEK 28,0 million.
An estimated SEK 26.9 million is being disbursed in 2010 as working grants lasting several years. Applications are accepted twice a year. About 1000 applications are received on each occasion and, of these, 15 - 20% are usually granted.
Authors, translators and illustrators with only a small national pension have the possibility of applying to the Authors' Fund for a supplementary pension. About 100 Fund Pensions will be paid during 2010, for a total sum of about SEK 4.3 million. Furthermore SEK 300,000 is allocated for benefits for authors, translators and illustrators experiencing a financial emergency.
From the library loan compensation payments are also made in the form of grants to the originators' organizations (2010: SEK 9.5 million).
Administrative costs are covered by the Fund and amount to some SEK 8.2 million in 2010.
